Anerkennung des Völkermords in Namibia: Eine offizielle Entschuldigung bei und Verhandlungen mit den Ovaherero und Nama müssen folgen!
Vor dem Hintergrund des großen öffentlichen Drucks der Zivilgesellschaft, aus Politik und Presse in Namibia und Deutschland hat nun nach dem Bundestagspräsidenten auch die Bundesregierung den Genozid in Namibia offiziell anerkannt und laut DPA-Meldung Bereitschaft zu Entschädigungszahlungen signalisiert. Das ist ausdrücklich zu begrüßen.
Doch die gewählte offizielle Formulierung „Der Vernichtungskrieg in Namibia von 1904 bis 1908 war ein Kriegsverbrechen und Völkermord.“ kann nicht befriedigen: Der offensichtliche Anachronismus (den Staat Namibia oder eine namibische Nation, an der ein Völkermord hätte begangen werden können, gab es damals nicht) lässt den Verdacht aufkommen, dass die bis heute direkt vom Völkermord und den damit einhergehenden Enteignungen betroffenen Ovaherero und Nama von den Verhandlungen über Entschädigung weiterhin ausgeschlossen bleiben sollen.

Verstärkt wird dieser Eindruck dadurch, dass von der Bundesregierung offen gelassen wird, ob es eine förmliche deutsche Bitte um Entschuldigung gegenüber den Ovaherero und Nama geben wird oder weiterhin nur paternalistisch von einer «besonderen historischen Verantwortung Deutschlands gegenüber Namibia und seinen Bürgern» nicht aber von einer historischen Verantwortung Deutschlands für den nun anerkannten Völkermord an den Ovaherero und Nama gesprochen wird.
Angesichts der noch unerfüllten Forderungen des Bündnisses wird es seine Initiative „Völkermord ist Völkermord!“ bis zum 111. Jahrestag des deutschen Genozidbefehls am 2. Oktober 2015 fortsetzen und weitere Unterstützer*innen zu gewinnen suchen.
Der OvaHerero-Aktivist Israel Kaunatjike vom NGO-Bündnis sagt: „Wir begrüßen die überfällige Anerkennung des Genozids und werten sie als großen Erfolg unseres jahrelangen Kampfes. Aber die Formulierung der deutschen Regierung lässt befürchten, dass an keine förmliche Entschuldigung gegenüber den Ovaherero und Nama gedacht ist. Schlimmer noch: Als direkt vom Völkermord betroffene und damals enteignete Gesellschaften sollen wir offenbar auch nach der förmlichen Anerkennung des Genozids von den laufenden Entschädigungsverhandlungen zwischen der deutschen und der namibischen Regierung ausgeschlossen bleiben. Wir werden das niemals hinnehmen!“

Genocide in Namibia Finally Recognized: What needs to follow now is an official apology to, and, involvement of OvaHerero and Nama in the negotiation process
According to the government spokesperson, Dr Schäfer, on Friday, 10/07/2015, the German government officially acknowledged the genocide in Namibia while it had signalled earlier that it was negotiating with the Namibian government on financial reparation. This came about after intense public pressure from the civil society, from politics, and the media both in Germany and Namibia, and after the German Speaker of Parliament, Prof Dr Norbert Lammert, had acknowledged genocide against OvaHerero and Nama.
Clearly this is something we welcome.
However, the official formulation: “The war of extermination in Namibia from 1904 to 1908, was a war crime and constitutes genocide” is not satisfying. The apparent anachronism – neither the Namibian state nor the Namibian nation existed at that time – suggests that the OvaHerero and Nama, until today directly affected by the genocide and ensuing expropriations, may continue to be excluded from the reparations negotiations.

This impression is reinforced by a lack of clarity about whether the German government will officially apologize to the OvaHerero and Nama, or whether the government will maintain its paternalistic approach of having a “special historical responsibility towards Namibia and its citizens”, but fail to acknowledge Germany’s historical responsibility for the genocide towards the OvaHerero and Nama.
The NGO-alliance will therefore keep up its initiative Genocide is Genocide! until 02 October 2015, when 111 years will have passed since the German genocide order was issued, and continue to win over further supporters.
Israel Kaunatjike of the NGO-alliance and OvaHerero activist says: “We welcome the long overdue acknowledgement of genocide and consider it a great success after many years of fighting for it. However, the German government’s choice of words gives rise to the fear that an official apology to the OvaHerero and Nama has not been taken into consideration. What is worse, as the directly affected and then expropriated communities, we are excluded from the current reparations negotiations between the German and Namibian government not only now but as it looks like also in the future. We will never accept that.”

Anerkennung des Völkermords in Namibia: Eine offizielle Entschuldigung und direkte Verhandlungen mit den Ovaherero und Nama müssen folgen
Zum 100. Jahrestag des Endes der deutschen Kolonialherrschaft im heutigen Namibia hat der Präsident des Bundestages, Dr. Norbert Lammert, den Genozid an den Ovaherero und Nama endlich beim Namen und einen menschenverachtenden „Rassekrieg“ genannt. Lammert reagiert damit auf den wachsenden zivilgesellschaftlichen und politischen Druck in Namibia und Deutschland, endlich zur Versöhnung mit den Ovaherero und Nama beizutragen. Die vom Genozid betroffenen Gemeinschaften sind für den Verlust ihres Viehs und ihres Landes, das noch immer überwiegend im Besitz weißer Siedler ist, bis heute nicht entschädigt worden.

So ist dem Bundespräsidialamt am 6.7. – im Beisein einer hochrangigen Delegation der Ovaherero und Nama – der Appell „Völkermord ist Völkermord!“ übergeben worden. Mehr als 150 prominente Erstunterzeichner*innen aus Wissenschaft und Politik, Kirche, Kultur und Black Community in Deutschland sowie fast 50 NGOs und Netzwerke haben darin den Bundespräsidenten, den Bundestag und die Bundesregierung aufgefordert, den Genozid endlich offiziell anzuerkennen und sich für diesen offiziell zu entschuldigen. Der Appell drängt darüber hinaus zur Rückgabe der vielen für rassistische Forschungen geraubten menschlichen Überreste aus Afrika und auf die überfällige Einbeziehung der Ovaherero- und Namavertretungen in die Verhandlungen mit der namibischen Regierung über geeignete Versöhnungsmaßnahmen. Anfang Juli haben auch Linkspartei und Grüne entsprechende Anträge in den Bundestag eingebracht.
Diese Forderungen greift Lammert jedoch nicht auf und entspricht dabei der bisherigen Linie der Bundesregierung, welche die direkt Betroffenen nicht als Verhandlungspartner anerkennen und keine Wiedergutmachung außerhalb der staatlichen Entwicklungszusammenarbeit diskutieren will. So waren das NGO-Bündnis und die eigens angereiste namibische Delegation unter Leitung des Ovaherero Paramount Chiefs Vekuii Rukoro und der Parlamentsabgeordneten und Namavertreterin Ida Hoffmann am 6.7. im Berliner Bundespräsidialamt trotz Voranmeldung nicht zum Gespräch empfangen worden. Auch bei den Gedenkveranstaltungen am 7.7.2015, als sie Blumen für die Opfer des Genozids niederlegten und über den Genozid 1904-08 und über die gravierenden Folgen für die Gegenwart der betroffenen Communities berichteten, waren keine offiziellen Vertreter der Bundesregierung präsent.
Der in Berlin lebende Herero Israel Kaunatjike vom Bündnis „Völkermord verjährt nicht!“ sagt: „Wir erwarten, dass sich Deutschland nun endlich zur offiziellen Anerkennung des Genozids entschließt, die geraubten Gebeine unserer Vorfahren herausgibt und eine förmlich Bitte um Entschuldigung gegenüber den Ovaherero und Nama ausspricht. Dann können wir – d.h. die betroffenen Ovaherero und Nama – mit der namibischen und der deutschen Regierung darüber verhandeln, unter welchen Bedingungen wir diesem Wunsch nachkommen werden. Mit Entwicklungszusammenarbeit hat dies alles nichts zu tun.“

Acknowledgment of Genocide in Namibia: What Needs to Follow is an Official Apology and Direct Negotiations with the OvaHerero and Nama
On the centenary of the end of German colonial rule in present-day Namibia, the Speaker of the German parliament, Dr Norbert Lammert, at last called the genocide against the OvaHerero and Nama “genocide” as well as an inhuman “race-war”. Lammert’s statement was a reaction to the growing pressure from the civil society and politics in Namibia and Germany, to finally make a contribution to reconciliation with the OvaHerero and Nama. Until present day, the communities affected by the genocide have not received any compensation for the losses of their cattle and land, which in fact still remains largely in the hands of white settlers.

On 06 July, the petition Genocide is Genocide! was handed over in the presence of a high-ranking OvaHerero and Nama delegation, at the Office of the Federal President. More than 150 prominent first signatories from academia, politics, the churches and cultural life, the Black Community, and almost 50 NGOs as well as networks across Germany call on the German President, Parliament, and Government, to finally acknowledge, and officially apologize for the genocide against the OvaHerero and Nama. In the petition, the signatories also demand the return of numerous human remains stolen from Africa for racist research and the direct involvement of the OvaHerero and Nama in the negotiations with the Namibian government about appropriate actions towards reconciliation – a step long-overdue. At the beginning of July, the Left Party and the Greens tabled motions to this effect.
Lammert, however, does not take up these demands, but takes the position of the German government: They do not recognize the directly affected communities as negotiation partners and do not wish to discuss reparations separately from official development cooperation. When the NGO-alliance No Amnesty on Genocide! handed over the petition Genocide is Genocide! on 06 July in the presence of a high-ranking Namibian delegation – under the leadership of the OvaHerero Paramount Chief Adv. Rukoro and Ms Ida Hoffmann, Member of Parliament and Nama representative, who specifically travelled here on the occasion – they were not received at the German President’s office, despite advance notification. Neither did representatives of the German government attend the memorial event on 07 July – where the Namibian representatives and the NGO alliance laid flowers for the victims of genocide – nor the evening event, where they informed about the genocide of 1904-08, and its serious consequences for the lives of the affected communities to date.
Israel Kaunatjike of the NGO-alliance No Amnesty on Genocide!, himself OvaHerero residing in Berlin, states: “We demand that Germany at last officially acknowledges the genocide, return the stolen human remains of our ancestors, and officially ask the OvaHerero and Nama for forgiveness. Then we can start to negotiate with the Namibian and German governments the conditions under which we, the affected OvaHerero and Nama communities, will accept this apology. Development cooperation has nothing to do with this at all.”
